Yup, that’s time to reload your operating system and start from new.
Copy all your documents to disk then reinstall Windows using your reload or recovery options.
Install AVG free (don’t use Norton or any other paid for anti virus) then scan you documents that you saved to disk and reload the safe ones.
    Easy peasy!

I’ve heard that Symantec Anti-virus does a poor job in detecting and deleting viruses. Sometimes, running a full scan triggers viruses to life. This could be one of those scenarios.
Try NOD32 to Kaspersky Internet Security 2009 – It works fine for me and is very faithful. Also, Kaspersky is one of the leading anti-virus manufacturers that’s always topping in anti-virus category.
Run a full spyware scan too. Since popups are caused by spyware and adware too.

I’d recommend deleting Symantec Antivirus and replacing it with Avast – it’s free and the best out there. Also run a weekly CCleaner and Adaware scan – they are also free.
These are the best things since sliced bread and they really work well.
Once you’ve done that, try defregmenting the hard drive (Start – Accesories – System Tools – Disk Defrag)
    Hope that works!
